Every public body buys IT, which makes this the broadest category by buyer count. NHS trusts and integrated care boards buy clinical systems and infrastructure; councils buy line-of-business systems for revenues, benefits, social care and planning; universities buy research computing and student systems; central departments buy at a scale that almost always routes through Crown Commercial Service agreements.
Right now the most active buyers publishing in this category on Daily Tenders are YPO, Scottish Government, Chemonics International, Inc., London Borough of Newham, Newry, Mourne and Down District Council (NMD) and Forestry and Land Scotland.
Cyber Essentials is the baseline and Cyber Essentials Plus is increasingly mandatory for anything touching public data. ISO 27001 is routinely required, with ISO 9001 and 22301 common on larger contracts. For NHS work, completion of the Data Security and Protection Toolkit is expected. Public sector buyers will also scrutinise UK data residency, sub-processor lists and exit and transition planning under UK GDPR.
A large share of public IT spend never appears as an open tender: it is called off from Crown Commercial Service agreements — G-Cloud for cloud services, Digital Specialists and Outcomes for people, Technology Products and Associated Services for hardware. Getting onto G-Cloud is comparatively light-touch and refreshes roughly annually, which makes it the usual first move for a supplier new to the sector.
Not legally, but practically it removes a large barrier. G-Cloud lets buyers purchase compliant cloud services without running a full procurement, so many will search the Digital Marketplace before advertising anything. Applications open in refresh windows roughly once a year.
It is mandatory for central government contracts involving handling personal information or providing ICT to government, and many councils and NHS bodies now apply the same standard by policy. Treat it as required rather than optional if you want to bid seriously.
Buyers are increasingly attaching AI-specific questions to IT tenders — model provenance, training data, bias testing, human oversight and the ability to explain automated decisions. Expect these as scored questions rather than pass/fail, and expect them to get heavier.
