Construction notices cover new build, refurbishment, extension and planned maintenance across schools, housing, health estates and civic buildings — plus the trade packages beneath them: groundworks, brickwork, roofing, joinery, plastering, flooring, glazing, painting and decorating. Reactive and cyclical maintenance for social housing stock is one of the largest recurring streams, usually let as multi-year term contracts rather than one-off jobs.
CPV codes: CPV division 45 (construction work) is the anchor, with 4521 for building construction, 45261 for roofing, 45410–45450 for the finishing trades and 45453 for overhaul and refurbishment.
Local authorities and housing associations dominate by volume — they hold the housing stock and the schools estate. Above them sit NHS trusts, universities and further education colleges, the Ministry of Justice for the prison estate, and the Department for Education for school rebuilding. Many mid-sized councils no longer tender individually: they call off from regional construction frameworks operated by consortia such as SCAPE, Procure Partnerships, LHC and the Crown Commercial Service.
Right now the most active buyers publishing in this category on Daily Tenders are University of Dundee, YPO, Scottish Prison Service, London Borough of Haringey, Stirling Council and Trafalgar Housing Association.
Expect to be asked for SSIP-recognised health and safety accreditation — CHAS, SafeContractor, Constructionline Gold or Acclaim are the common ones. Add ISO 9001 and ISO 14001 for anything of scale, employer's liability at £5m or £10m, and CDM 2015 competence evidence. Social housing work frequently requires DBS checks for operatives entering occupied homes, and a growing number of councils now score social value at 10–20% of the total evaluation.
Below the £5.37m works threshold, councils often run open tenders on their own portals and advertise on Contracts Finder. Above it, notices appear on Find a Tender. The bigger structural trend is frameworks and dynamic purchasing systems: getting appointed to a four-year framework matters more than winning any single job, because the call-offs that follow are competed only among appointed suppliers.
Not for everything — smaller reactive and refurbishment jobs are still tendered openly. But for planned programmes above roughly £500k, most councils now call off from an existing framework, so being appointed to one is what puts you in the room. Watch for framework re-procurement notices, which typically come round every three to four years and are the only moment the door opens.
Under the Procurement Act 2023, works contracts at or above £5,372,609 including VAT must be advertised on Find a Tender. Contracts authorities value above £12,000 (central government) or £30,000 (sub-central, including councils) go on Contracts Finder. Below that, buyers can approach suppliers directly.
Planned works usually surface as a pipeline or prior information notice months before the tender itself. That early notice is the useful one — it is where you learn a programme exists while there is still time to position, form a partnership or get on the right framework.
